What does it mean in practice to transform a system?
It means revising current systems that do not work, starting from the causes, factors and drivers that produce the problem in a chain reaction, working towards implementing policies, complex programs or joint actions that affect the causes of a system problem and not only on new services and programs that improve the current ones.
